Good catch. That is a typo in the solution: For
(Chien 8.a), if MemRead was shorted to 1, *stores* would break, not loads. And
for (Chien 8.b), if MemWrite was shorted to 1, loads (and all other
instructions) would break, and stores would continue to work.

will work but stores will break. Which answer is correct?
